The Hospital Preparedness Program (HPP) implements partnerships between and among governments and hospitals at multiple levels via staffing, leadership, and funneling grant funding to relevant agencies. Description from the Department of Health and Human Services(link is external):

  • Enhanced Planning:  HPP funding is used to enhance hospital and healthcare system planning and response at the State, local, and territorial levels.  
  • Increasing Integration:  HPP facilitates the integration of public and private sector medical planning and assets to increase the preparedness, response, and surge capacity of hospitals and other healthcare facilities.
  • Improving Infrastructure:   Awardees have used HPP Grants and Special Initiative Grant funding to improve the State, local, and territorial infrastructures that help hospitals and healthcare systems prepare for public health emergencies.

Since the advent of the Hospital Preparedness Program (HPP), Los Angeles County (LAC) has received more than $100 million in grant funding from the Department of Health and Human Services (DHHS). The funding was distributed to all LA County hospitals that were interested in participating, including trauma centers and the larger facilities like UCLA and USC that became Disaster Resource Centers.
